At an election in 1983, voters in the District approved and passed an operations and maintenance tax of $0.25 per $100 valuation of taxable property. This tax was reduced to zero by the District in 1994. From 1994-2015, the District’s sole source of revenue for operations, maintenance, and capital improvements had been the water and sewer alone. This prevented the District from lowering water rates. Faced with increasing costs and an aging system, the District has decided to reinstate the maintenance tax for 2017.
To clarify, this maintenance tax was implemented separate from and unrelated to the debt service tax levied to pay the bond that was approved as a result of the November 2015 Bond Election. This debt service tax of $0.075 combined with the maintenance tax of $0.25 makes up the $0.325 per $100 of taxable property value (as determined by Harris County Appraisal District). As an example, if your taxable property value is $100,000 the taxes due would be $330.20 annually.
